Energy transmission

Services for electric energy transmission on the Unified national (All-Russia) electric grid (UNEG) are prerogative of the company which manages UNEG, services relate to monopolistic activity regulated by the government. Payment of services for electric energy transmission is the main source of finance in JSC FGC UES investment program.

In accordance with Regulation No. 861 made by the Russian Federation Government on December 27, 2004 JSC FGC UES renders services for electric energy transmission under contract on paid services for electric energy transmission for:

  • companies which own either dispose on any other legal basis energy receiving devices and other power industry facilities which are technologically connected to the electric grid in the prescribed manner;
  • participants of the wholesale energy market which perform electric energy export (import);
  • retail suppliers;
  • providers of last resort.

Number of consumers of JSC FGC UES electric energy transmission services provided on UNEG increases from year to year also as a consequence of the active work on technical connection of new consumers to UNEG. Within 2009 about 121 organizations connected to UNEG have been consumers of the provided services.

Cost of JSC FGC UES electric energy transmission services provided on UNEG is determined by the relevant tariffs being established by the Federal Tariff Service (FTS of Russia) and Ministry of Energy of the Russian Federation.

Major objectives of JSC FGC UES with regard to rendering of electric energy transmission services are as follows:

  • increase number of contracting parities;
  • provide high level of contracting parties satisfaction with quality of services pertaining to follow-up of contracts for electric energy transmission services;
  • raise efficiency of customer interaction on contracts for electric energy transmission with regard to settlement of overdue accounts receivable.

Commencing January 1, 2010 The calculation of the unified tariff rate to cover costs for grid maintenance is calculated based on the total volume of committed capacity 87,868.77 Roubles/MW per month for the regions of the Russian Federation which are not included in the list provided in the Appendix to the Resolution of the Government of the Russian Federation ¹109 “On Formation of Prices for Electric and Thermal Power in the Russian Federation” agreed on the 26th of February, 2004. Tariff rate for the regions of the Russian Federation not included in the list mentioned above is 37,845.23 Roubles/MW per month. The losses are paid for using the tariff rates established by the Federal Tariff Service of Russia. These tariff rates are individual for all regions of the Russian Federation. Commencing January 1, 2009 Uniform tariff for grids maintenance is calculated according to customer contract demand. In the average – 58159.01 rub. / MW per month.   Payment of losses in performed according to tariffs established by the Federal Tariff Service of Russia, which correspond to the weighted average tariffs in the wholesale market. Commencing January 1, 2008 Uniform tariff for grids maintenance is calculated according to customer contract demand. In the average – 48170.26 rub. / MW per month.   Payment of losses in performed according to tariffs established by the Federal Tariff Service of Russia, which correspond to the weighted average tariffs in the wholesale market. Commencing January 1, 2007 Uniform tariff for grids maintenance is calculated according to customer contract demand.
