In 2018, FGC UES will start the progressive implementation of service of digital design of substation management systems using the standard solutions in the engineering area. This will help to increase the pace of designing the auxiliary systems of electric grid facilities up to 10 times and to more actively scale up digital technologies within the power grid. 

This solution is a digital designer, where the user may create a model of power facility using the standard blocks consisting of commercially available equipment and power facility control systems. The elements may be combined into a single system, which correctness is verified by the software. 

This approach helps to minimize the risk of errors which may occur both during the design and adjustment and operation. 

The specialists of FGC UES, including the Research and Development Center (R&D Center FGC UES), Rosseti group, UES system operator and equipment manufacturers, will be involved in this work. The software package will be created on the basis of Russian platform CAD.

New automation design system is built on the basis of an electronic catalogue of standard documentation on the complexes of protective relaying and automation, automatic process control systems, devices for transmission of emergency and control signals for three possible substation architectures.  Standard solutions allow to build unified approaches to the selection of functions of Relay Protection and Automation and the application of digital technologies in accordance with IEC 61850. 

Manufacturers may organize the production flow of electrical equipment. In the long run, the development of digital models of equipment will enable the wide application of “Digital Twins”, a virtual softcopy of the equipment and systems, which simulates their operation to identify the abnormalities and perform preventive diagnostics on a real-time basis during their operation.

Since 2006, FGC UES has been implementing technologies based on IEC 61850, and 196 facilities have been segmented. In April 2018, the company commissioned the first Russian extra-high voltage substation, 500 kV Tobol, with wholistically integrated digital technologies. By 2025, FGC UES will build 32 such facilities. All other substations will be provided with digital network and monitored through the uniform control centers.
