FGC UES has started the complex reconstruction of 220 kV substation “Luch”, one of the largest power supply centers of Moscow Oblast. The digital technology complex will be implemented at the facility, which will allow to increase its capacity in three times, up to 700 MVA. The company will invest more than 3.4 bn RUB into the project.

At 220 kV substation “Luch”, a groundbreaking system of equipment management, mode and operation control will be implemented with the use of digital protective relaying and automation terminals, fiber-optic communication lines and automatic process control system in view of international standard IEC 61850. 

Using the technologies of digital substation will allow to increase the reliability of consumer power supply, where, specifically, new complexes will remain operational even upon several consecutive failures and the risk of accidents will decrease thrice.

Moreover, instead of traditional outdoor switchgears, more compact packaged SF-6 insulated switchgears (GIS) will be installed at the facility at voltage 110 and 220 kV. 

The works will be performed at the existing substation. The reconstruction project provides for reverse feeders to connect new consumers and an area for placement of additional autotransformer. This will ensure the development of facility by increasing its capacity. Currently, the site grading is being performed, and the warehouse and 220 kV GIS building have been constructed. The substation will be put into operation in 2020.

Since 2006, FGC UES has been implementing digital technologies according to IEC 61850 with partial digitization of 196 facilities. The practical effect has been achieved due to the reduction of the scope of preventive equipment maintenance using the possibilities of remote monitoring and self-diagnostics. In April 2018, the company put into operation the first Russian digital power facility of extra high voltage class, 500 kV “Tobol” substation. By 2025, it is planned to build 32 such substations. Amount of investments made by FGC UES into digital projects is at least 10 bn RUB per annum.

220 kV “Luch” substation was built in 1964. Currently, its established transformer capacity is 250 MVA. The power supply to the consumers of Istrinsky District of Moscow Oblast depends on the facility uninterrupted operation.  They include such large research and production organizations as Engineering and Experimental Center “VNIIETO”, High Voltage Research and Development Center of V.I. Lenin All-Russian Scientific Research Institute of Technical Physics, Scientific Research Institute Of Electromechanics and a few food industry enterprises, including Nutritek, Nutricia and Coca-Cola HBC Russia.
