Rosseti FGC UES (FGC UES, PJSC) is planning to invest 2.7 bn rubles to build Stepnaya 220 kV substation and second 220 kV transmission line between Oznachennoye and Stepnaya. With 80 MVA capacity, the substation will become a new power center to feed central and southern areas of the Republic of Khakassia with about 85 thousand people. As a result, conditions will be created to increase the throughput capacity of the Trans-Siberian railway and improve the reliability of links between the power system of Khakassia and the power systems of the Republic of Tuva and the Kemerovo region. 

Stepnaya will be erected to replace the existing Askiz 220 kV 40 MVA substation, which will be later dismantled. The new facility will be provided with modern highly reliable gas-insulated and vacuum breakers, disconnectors, current and voltage transformers of the Russian origin. High-tech automation and control systems, relay protection devices, communication and data transfer systems will be implemented at the substation.

All existing consumers of Askiz 220 kV substation will be connected to the new equipment by 10 and 35 kV networks; additionally, conditions will be provided for hooking up other prospective industrial facilities of the Beya and Askiz districts of the republic.

Also connected to Stepnaya will be the existing 220 kV lines that transit the energy to Tuva and feed four traction substations of the Trans-Siberian railway (Kamyshta, Yugachi, Charysh and Biskamzha). With the second 220 kV OHL circuit Oznachennoye – Stepnaya over 50 km long, which is currently under construction, the substation will get linked to Khakassia's largest grid facility, Oznachennoye 500 kV.

In addition, the new substation will allow including the 220 kV power transit Mezhdurechenskaya – Stepnaya, which is scheduled for start-up in 2021. These facilities are included in the Comprehensive Plan for Modernization and Expansion of the Backbone Infrastructure approved by the Russian Government's Decree No. 2101-r of 30.09.2018, as well as in Rosseti FGC UES macro-project for developing the external power supply system of the Baikal-Amur and Trans-Siberian Railways.
